Surprise, she's a vizard. Selena uses her higher standing in the Gotei to get away with a lot, but if knowledge got around that she was a vizard she would get in a lot of trouble. There have been only a couple individuals to see Selena this way -- one died and the other became her lieutenant. c| Selena was able to cover up the murder easily, using her leeches; the individual was reported MIA. Felix is bound to his captain's side simply because he was in the wrong place at the wrong time. In Felix's mind there is no escape because Selena has access to his records and knows some information that he wouldn't want to get out.
